Rep. Patrice Arent proposed this amendment that would remove the requirement to report a rape in order to receive an abortion under the “rape exception” in Utah law. Where exceptions to a prohibition on abortion exist, they must be strictly regulated.  This amendment would have created a loophole that would certainly be abused.
